一 |     United Nations, Oct 12 (UNI) North Korean Ambassador to the UN Kim Song on Wednesday lashed out at the US, arguing it is aggravating tensions on the Korean Peninsula.
Addressing a session of the first committee of the UN General Assembly held in New York on Tuesday (local time), Kim, who serves as the Permanent Representative of the Democratic People's Republic of Korea to the UN, urged the US to refrain from providing a nuclear umbrella and to suspend joint exercises with South Korea.
He claimed that the "stakes are running high" on the Korean Peninsula more than ever before due to the "dangerously growing hostility" and nuclear threat of Washington, Yonhap news agency reported.
"The US is now desperate to spread the disinformation in the international arena aimed at demonizing the government of our republic with an absurdist sophistry that our self defensive capability poses a threat to global peace and security in the region," he said.
He also called on the US to take the lead in nuclear disarmament and to refrain from providing a nuclear umbrella or transferring nuclear technology.
The envoy also took issue with the recent joint exercises between Washington and Seoul, including the Ulchi Freedom Shield exercise in August and maritime exercises involving the nuclear-powered aircraft carrier USS Ronald Reagan last month.
He then defended the North's arms buildup as a basic right stipulated in the U.N. charter and a self-defensive means to counter the "heinous" hostility of the US.
"Under such inevitable circumstances, we are compelled to decide to organize military drills under the simulations of an actual war at different levels in order to check and improve the reliability and combat power of our state war deterrence and send a strong military reaction warning to the enemies," he said.
The comments came as the North has been sharply ratcheting up tensions on the peninsula in recent weeks, staging seven rounds of provocative ballistic missile launches over the past two weeks.
The North also said it staged large-scale air-attack drills on Saturday, involving the simultaneous mobilization of around 150 warplanes "for the first time in history".

四 | 迈入“十五五”时期，鹰潭市锚定建设全国城乡融合发展样板区这个目标，聚焦要素畅通、服务均衡、乡村提质、共同富裕四个方面，推动城乡从“基本均衡”迈向“优质均衡”、从“试点探索”迈向“样板示范”。　　一是在畅通城乡发展要素上再提升。让土地利用更高效。积极有序推进农村集体经营性建设用地入市。健全和完善闲置土地处置机制和入市增值收益分配机制。以全域土地综合整治推动土地资源集约高效利用。让金融“活水”更畅通。持续完善集体经营性建设用地使用权、集体林权等产权抵押担保机制，丰富涉农金融产品、健全风险评估处置机制，真正形成“敢贷、愿贷、能处置、低成本”的普惠金融长效机制，力争“十五五”时期农村产权抵押贷款余额增长20％。让人口流动更便利。

五 | 深入推进以人为本的新型城镇化建设，完善农业转移人口市民化配套政策，维护进城落户农民农村土地承包权、宅基地使用权、集体收益分配权等合法权益，实现“进城有保障、返乡有空间”。　　二是在促进公共服务均衡上再深化。持续深化“县管校聘”“教育联合体”改革，打造全省基础教育优质均衡发展示范区。持续深化公立医院改革，深化紧密型县域医共体、“乡聘村用”等机制改革，加强药品统一带量采购，完善分级诊疗体系，推动从“以治病为中心”向“以健康为中心”转变。持续深化基础设施“规、建、管、养”一体化机制，不断提升城乡公路、物流、供水、污水治理等基础设施的效用。　　三是在推进乡村振兴发展上再提质。推进片区化组团式发展。以重点村为节点，联合周边区域相邻、资源禀赋相似、产业特色相近的乡村进行组团式发展，片区化推进“四融一共”和美乡村建设。

六 | 提升乡村治理水平。完善“物业进乡村”长效管护机制。常态化推进乡风文明建设、矛盾纠纷排查化解，完善共建共治共享乡村治理格局，让乡村宜居底色更浓、群众幸福感更强。　　四是在推动共同富裕上再加力。强化产业增收。
